What is Universal Service System for Broadband Service?

The Universal Service System for Broadband Service is designed to ensure the secure and stable provision of broadband services in designated support areas. By categorizing certain broadband services as fundamental telecommunication services (universal services), the system addresses the future challenge of maintaining fiber optic infrastructure in regions where profitability is declining due to shrinking population and geographic conditions, such as outlying islands and mountainous areas.

Based on the Telecommunications Business Act revised on June 16, 2023, the Universal Service System for Broadband Service will be enacted starting January 2026.
In accordance with this enactment, members who are using the applicable service as of March 2026 will be billed for the Universal Service Charge for Broadband Service.

  • This applies to members who joined by January 2010 and are still subscribed.

Billing

Universal Service Charge for Broadband Service will be billed together with Asahi Net service charges.
