About the Universal Service Fee
From February 2007 a monthly charge called Universal Service Fee,
came into effect as instructed by the Ministry of Internal Affairs and Communications.
The Ministry of Internal Affairs and Communications has established the Universal
Service Fee on the recommendation of the Telecommunications Carriers Association (TCA)
as a means to support the provision of telephone services to locations such as
isolated mountainous areas and remote islands, as well as provide public
telephones.
ASAHI Net will pay this fee via the telecom companies we are affiliated with who are
members of the TCA. As a result the services listed below will be affected by the
Universal Service Fee.

The Universal Service Fee and Affected Services
The Universal Service Fee will be used to bear the cost of providing telephone
services to locations such as isolated mountainous areas and remote islands, as well
as provide public telephones.
The Universal Service Fee will be billed together with ASAHI Net's charge for calls
that users of our IP-Phone services make. The charges are listed on the TCA's Web
page.
The current charges are:
From 1st Jan 2012: 5.25 yen (incl. tax)/month per phone number.
From 1st Feb 2011 to 31st December, 2011: 7.35 yen (incl. tax)/month per phone number.
The Universal Service Fee will also be billed in months that IP-Phone calls are
not made.
IP-Phone Service
(IP-Phone-C, IP-Phone-F and IP-TV-Phone-F)
* The Universal Service Fee will take effect from the time a 050 number is assigned or
an IP-Phone service is applied for and the line is opened.
* The Universal Service Fee will not be billed in the month the service is applied for
but will be billed in all following months and in the month it is cancelled.

au Hikari Phone Service
* The Universal Service Fee will take effect from the time the line is opened.
* The Universal Service Fee will be billed in the month the service is applied for, in
all following months and in the month it is cancelled.

Discount Mobile and Neo-Discount Mobile service
* eMobile has become the carrier to bear the Universal service Fee. Starting from February 2009, ASAHI@Net members using the Discount Mobile or the Neo-Discount Mobile service will be charged for the universal service fee monthly per contract.
* The Universal Service Fee will take effect from the time the service is opened.
* The Universal Service Fee will be billed in the month the service is applied for, in all following months and in the month it is cancelled.

NTT Telephone Lines, Hikari Denwa and KDDI's au Hikari Phone
NTT Telephone Lines, Hikari Denwa
As NTT's telephone lines and the Hikari Denwa service are offered by NTT, NTT will
handle the billing of the Universal Service Fee. For details please contact NTT. NTT's
English customer service number is 0120-364-463 (no charge, 10am to 5pm, weekdays
only).
au Hikari Phone
au Hikari Phone is offered by KDDI. ASAHI Net will handle collection of charges but
in principle the policy is KDDI's and inquiries should be made to KDDI.
KDDI Customer Center
From fixed telephone lines : 0077-777 (no charge, 9am to 8pm, calls also taken on
weekends and public holidays).
From au phone : 157 (no charge, 9am to 8pm, calls also taken on weekends and public
holidays).
From Tsuka : 151 (no charge, 9am to 8pm on weekdays, 9am to 8pm on weekends and
public holidays).
